Terry O’Connor has been involved in Government contracts law for almost 40 years, litigating, teaching, writing, advising on behalf of, initially, the federal Government and then later Government contractors. He has also prosecuted government contract protests before the Government Accountability Office (GAO) and the US Federal District Court.
In addition to litigation, Terry O'Connor has advised thousands of Government contract professionals on such topics as Construction Contracting, Construction Claims, Contract Claims, Federal Contract Law, Federal Leasing Law, Advanced Federal Contract Law, Negotiation Techniques, and Procurement Ethics. Terry holds a Master of Laws degree in Government Procurement Law from the George Washington University Law Center.

He is also the co-author of The Federal Contracting Answer Book, now in its second edition. For more than 20 years, he has written a monthly column on recent Court, GAO, and BCA decisions for the Federal Acquisition Report.
Since 1985, Terry has taught thousands of government contract professionals as an instructor for Management Concepts Inc.
