Terry O’Connor has been involved in Government contracts law for almost 40 years, litigating, teaching, writing, advising on behalf of, initially, the federal Government and then later Government contractors. He has written five popular books on Government contracts law and procedure. Since 1984, Terry has been regularly teaching government contracts law to Government contractors, Government agency personnel, and other lawyers, which has provided him with a unique perspective that few Government contracts lawyers possess. He also publishes monthly columns on recent procurement decisions for the Procurement Law Advisor and the Federal Acquisition Report.
Over his lengthy career, Terry O’Connor has successfully tried Government contract claims before the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Federal Claims, and the various Boards of Contract Appeals including the ASBCA, CBCA, GSBCA, DOTBCA, AGBCA, IBCA and the VABCA. He has also prosecuted government contract protests before the Government Accountability Office (GAO) and the US Federal District Court.
In addition to litigation, Terry O'Connor has advised thousands of Government contract professionals on such topics as Construction Contracting, Construction Claims, Contract Claims, Federal Contract Law, Federal Leasing Law, Advanced Federal Contract Law, Negotiation Techniques, and Procurement Ethics. Terry holds a Master of Laws degree in Government Procurement Law from the George Washington University Law Center.
Terry’s publications include the resource books Understanding Government Contract Law and Federal Procurement Ethics. He is also the co-author of The Federal Contracting Answer Book, now in its second edition. For more than 20 years, he has written a monthly column on recent Court, GAO, and BCA decisions for the Federal Acquisition Report.
Since 1985, Terry has taught thousands of government contract professionals as an instructor for Management Concepts Inc. The classes he teaches include Federal Contract Law, Advanced Federal Contract Law, Construction Contracting, Federal Leasing Law, and The FAR. For the past three years, Terry has been a featured presenter at the National Contract Management Association (NCMA) World Congress with the Legal Year-in-Review, describing significant legal decisions in the Government contract arena. In response to the NCMA’s request, Terry presented a series of NCMA “webinars” on various sections of the FAR in 2008 and 2009.
